 port no 80 may already be in use by another program  like Skype, Teamviewer etc.<br />

Only one process can use port 80 at a time. Port 80 is the default  port for web servers, so when you navigate to websites over HTTP, you  are actually navigating to that server's port 80 by default (when you  use HTTPS, the port is 443).  <br />

You can try to hunt down all the programs that are running on port  80, but there's an easier way that will work for development. When  running XAMPP, click "Config" under "Apache". Replace <code>Listen 80</code> with <code>Listen 8080</code> and <code>ServerName localhost:80</code> to <code>ServerName localhost:8080</code>.<br />
Then, when you want to look at your masterpiece, navigate to <code>http://localhost:8080</code> in your browser.<br />
Or you can change the skype port number.  <b><br />

Irritatingly, Skype can switch to port 80. To disable it, select <br />
<code>Tools > Options > Advanced > Connection</code> then uncheck <br />
<code>“Use port 80 and 443 as alternatives for incoming connections”</code>.<br />
<b>Steps to change the xampp port number from xampp directory </b><br />
<ol>
<li>go to the C:\xampp\apache\conf (or whichever directory you installed xampp). Now, locate the <code>httpd.conf</code>.</li>
<li>Open it with any text editor (notepad or textpad) and go the line that says <code>Listen 80</code></li>
<li>Change this with any other port (for example <code>Listen 81</code>)</li>
<li>Save the file. Restart the server and go ahead.</li>

Click on service and port settings and then click on Apache then change main port 80 to 81 or anything else.<br />

and then click on save btton. restart the xampp control panel. satrt xamp srvices like apache mysql etc.<br />
and then access localhost on your web browser like localhost:yourpaortnumber/<br />
example-localhost:81/<br />
Now you can easily access the all local host services without any interrupt.<br />

Turns out, it’s a bug in the Webcam Privacy  settings  in the new Windows 10 Technical Preview Build 9860.
